California State Fife and Drum Band
Adoption of the California State Fife and Drum CorpsThe music of the fife and drum "roused and inspired soldiers during significant events in this country's history, including the American Revolution and the Civil War" but fell into disuse in California at some time just after the First World War. Until the California Consolidated Drum Band was formed, traditional fifing and drumming was limited to isolated occurrences of Civil War reenactments in the state. In the summer of 1996, members of the former Fort Sutter Fife and Drum Corps, the Field Music of the National Civil War Association (NCWA), and the Fife and Drum Corps of the Reenactors of the American Civil War (RACW) came together to form the California Consolidated Drum Band. On November 16, 1996, the California Consolidated Drum Band became the first California corps to be approved for membership in the Company of Fifers & Drummers at that organization's company museum and headquarters in Ivoryton, Connecticut, in recognition of its excellence and authenticity in performance on traditional wooden fifes and rope-tensioned drums. The Company of Fifers & Drummers was formed in 1965 "to perpetuate the historical significance and folk traditions of fife and drum music and to foster the spirit of fellowship among fifers and drummers everywhere."
Also in late 1996, Marty Sampson, Director and fifer, approached the late Assemblyman Bernie Richter, of Chico, with the idea to promote the California Consolidated Drum Band as the California's official fife and drum corps. According to Mr. Sampson, "He was always a very patriotic gentleman and not opposed to taking on a good cause. The idea pleased him and he introduced the legislation." On January 14, 1997, State Assemblyman Bernie Richter introduced Assembly Concurrent Resolution No. 5 (ACR 5) in the California General Assembly. Members of the California Consolidated Drum Band, Marty Sampson (fife), Joel Beall (snare drummer), and Don Hattin (bass drummer) made the trip to Sacramento and, in period dress, made their case for the legislation. They fielded questions from legislators and offered a fife and drum version of "Yankee Doodle." With no opposition, ACR 5 was adopted unanimously in the Assembly on April 24, 1997 and unanimously in the Senate on June 19, 1997.
